Updated: 6:06 p.m. ET March 06, 2004BALTIMORE - A water taxi carrying 24 passengers capsized Saturday in Baltimore’s Inner Harbor during a fierce rain and wind storm, leaving 10 people missing and injuring at least two others, authorities said.

Fire department spokesman Kevin Cartwright said 12 passengers were rescued, and a woman and child were injured. Divers were in the water searching for the 10 missing passengers, Cartwright said.

He said a storm with heavy rain and powerful winds that came through the city at about the time of the accident may have caused the vessel to capsize.

The accident happened at around 4 p.m. about a mile offshore.

The Inner Harbor is one of the nation’s oldest seaports and draws millions of tourists every year. Water taxis ferry thousands of visitors each year to the many points on the harbor, including Fort McHenry, Fells Point and the National Aquarium.

Oh Father,

Please hear our prayers that each and every person on this water taxi will be found safe, please do not let a single person perish as a result of this accident. Please come to them and protect them and let rescuers find the missing quickly. I thank-you Father for hearing our prayers and I stand in agreement with all those who are praying asking in Jesus Holy Name, Amen and Amen!!!

BALTIMORE (Reuters) - As many as five people were feared drowned when a water-taxi filled with tourists capsized in Baltimore harbor in a brief but fierce storm on Saturday, rescue officials said.

Two people were confirmed to have died and three were missing, presumed dead, after a freak wind flipped the 36-foot (11-meter) boat over during a "microburst" thunderstorm on Baltimore's scenic Inner Harbor, city officials said.

Twenty people were rescued, pulled out of the cold water and plucked off the hull of the overturned boat by Naval reservists who were credited with preventing more deaths.

Two people, one of them a child, suffered cardiac arrest and were taken to Maryland University Hospital. One of the dead was a woman in her 30s. The other was not identified.

There was no hope of finding any more people alive, said Baltimore Fire Department spokesman Kevin Cartwright.

"Unfortunately no one spending an hour to an hour and a half in this water would be able to survive," he said.

The part-time sailors saw the boat capsize in the storm from the dockside U.S. Naval Reserve Center and immediately launched a rescue boat. Two of the reservists jumped into the water to rescue people unable to scramble onto the upturned boat.

"It's a very tragic incident but there could have been a greater loss of life," Baltimore Mayor Martin O'Malley said.

Petty Officer Edward Mendez, one of the Naval reservists on the rescue boat, said: "The boat tried to turn but the wind took him. There was nothing he could do. It just took him right over."

The boat was operated as a water-taxi by the Baltimore-based nonprofit Living Classrooms Foundation, an educational organization that serves at-risk youth. It was ferrying out-of-town tourists around the harbor in unseasonably warm weather when the storm struck.

The captain of a second Foundation boat radioed the water-taxi to warn them of the fast-approaching storm and the boat was turning to head for shore near Fort McHenry about 4 p.m. when it capsized, city officials said. They said it was the first incident of its kind in Baltimore harbor.

The boat was recovered and towed into a city Fire Department dock, where it will be inspected as part of an investigation by National Transportation Safety Board officials.
