what did the angel do in the sea?

In the New Testament we are told that there was a sea and from time to time an angel come down and caused waves in this sea and the first one who got into the water got healed. Why did the angel do this? Any ideas?
Did the angel only come down because of this or did he have other reasons to do this?

Maybe the angel was taking a bath lol, Jerry would probably know ..

I simply ask myself wether the angel only came down to give others the opportunity to be healed or wether he came down because of other reasons and the fact that the first one who entered the water after the angel had left was only a side effect.
