Delayed emails?

I am using an msn email account now. I keep getting this message that my mail to a certain person has been delayed. What is this "delay" business? They say "This is only a warning," and that I don't need to resend the message. But it doesn't seem to be getting sent even after the delay. At least this person hasn't indicated receiving it. It says on 1-8-06 that my message was delayed, and this person has not responded back that they got my message. Could really use help on this one, if you have any idea what this means. I tried to resend the message, by copying and pasting it into a new "Write message" box, only it delayed that message, too. So, could it be that I have their address wrong? I used to get the "There are fatal flaws in this address," message from outlook express. This one gives no explanation for the delay, and it does not say that the message could not be delivered. I checked the email address that I used, and it appears to be the correct one. I keep double checking the spelling and so on.... Yes, it's exactly as it appears in their emails to me. OK, I am totally stumped.

It may be their account is deliquent or overdue for payment.
No one likes to admit this, of course.
The account may be overdue but not to the point of being closed.

Well, maybe, but she said she did get my message. I had just never heard of a "Delay" message before. And I was just not sure if the message had ever gotten to her. She said she did get it, though.
