helpless caged kitten!

Please pray for my son's neighbor whom is always getting little animals and caging them and not taking care of them.
He had a beautiful rabbit a year or so ago and in 100 degree heat this animal did not have water much of the time unless my son and i watered it nor it was not given food regularly.
i finally called the police and they would not help for this is a small town and this guy has worked for our city before and he is favored by the cops.
that also caused trouble for my son being his neighbor and the cops told my son and i to stay off his property and not to feed and water the rabbit anymore or we would be arrested.
the rabbit died a few months ago and now he has a small kitten caged in the rabbit cage. he and his girlfriend were gone the entire weekend my son noticed and my son saw that the kitten was going without food and water also.
this neighbor man also does not mow his yard and has junk such as toilet stools, refrigerators, etc, etc in his front yard in our small town and this is a nice, neat neighborhood but the police will not tell him to clean up his trashy yard for once again, he does jobs for the city and they favor him. anyone else in our little town can not get by with such behavior but he does and we are at our wits end.
our main concern is though that he gets all these animals and does not take care of them. 2 years ago he had a dog that my son and i fed and watered everyday but another neighbor felt sorry for the dog and let him loose. somehow, they got the dog back and tied him again with no nourishment. they finally took it and dumped it somewhere, where as i would have found it a good home. they got tired of my son and i taking care of it and us being in his yard.
i know this is so minor compared to some very serious prayer requests on here but i cannot stand animal abuse or neglect and I do not think me or our son can watch this all summer long with this intense heat and humidity that we have where we live.
this is just a small kitten that needs to be free to run and play and especially needs water and food.
please pray that somehow, someway, this man not be allowed to have any more animals and that the Lord would make a way for this neglect to stop.
By the way, he gets these animals for his 5 year old little girl---- whom my son said yesterday she took some grass to the caged kitten so it would have something to eat.
this man is not poor, has a moter home in fact so it is not due to no finances. he is a cruel, sick man but has the respect of our lawmen as he is raising his little girl instead of his divorced wife and he used to work for our city as he is a plumber.
my son and i do not want to be arrested but we cannot continue to watch this. help!

Lord, we ask for intervention for this man who is abusive and cruel to animals. May he receive salvation and turn from his evil ways. Please let something be done so that he will stop hurting poor little creatures. Thank YOU Lord, for our friends Chris and family who care about this situation and are praying for a solution that is just. In Your name, Amen

I can't stand to read about abuse
so I did not read your whole thing (sorry)
I would report him to the authorities,
humane society, animal protective agencies
and even local animal rights
every time he gets an animal, so do it now
I would have everyone contacting him
I would not hesitate to rescue them as well
Lord bless crystal to report this man
and to save these animals you have left in our care

thank you both for your prayers and Christy, i am the very same as you. i can not bear to read of such abuse either but it seems my sons neighbor brings us right into it.
i called the police here, they will not do anything. i got a number from our vet to call springfield for the welfare of animals.
if i do not get a quick response there, i will call our local sheriff of our county but the vet told me they wouldn't do anything either.
if my son or i are caught on this guys property, we will be arrested for we have taken care of his animals before and called the cops and they wont do anything.
thank you both my sisters and i will check with my son today to see if maybe it is now free.

lord only knows how very much i want to go in the night and steal that baby out of that rabbit cage. my son said this evening that they let it out some for the little girl to play with. they give her animals like they are toys to play with.
you had better pray for me christy that i do not end up in jail over this for it is all i can do to not go over there and just raise a ruckus with this cruel, insensitive man.
we have got to give it to the Lord Christy for He can do what i can't and He will surely hear and answer our cry concerning this!
